Implementation of IPARD II Measure for Technical Assistance

Part of the PLAC II project support within Chapter 11 – Agriculture and Rural Development, is ensuring adequate legal basis for intra-institutional cooperation between Managing Authority (Sector for Rural Development) and IPARD Agency (Directorate for Agrarian Payments) in frame of implementation of TA Measure, financed by IPARD II Programme. These activities are related to one of two benchmarks required before opening the negotiations in this chapter, i.e. entrustment of budget implementation tasks for IPARD II Programme.

During the workshop organised on 2nd March, PLAC II project experts Ms Milena Petruševska and Mr Vangel Nanevski presented requirements and rules for the implementation of TA Measure, along with the control steps, roles and responsibilities of all entities involved. In addition to this, the beneficiaries were acquainted with the best practices and recommendations for improvements in terms of legal, institutional and procedural aspects.

The workshop participants included the representatives of IPARD Operating Structure: Managing Authority, IPARD Agency, other representatives of the Ministry for Agriculture and Environmental Protection and the Ministry of Finance, as well as representatives of other institutions involved in implementation of IPARD II Programme.
