The Project assisted the Ministry of Environmental Protection in further harmonisation of national legislation in the area of waste management, in particular with relevant provisions of the Waste Framework Directive (WFD) and Commission Decision establishing the List of Wastes.

From July to December 2017, the PLAC II Project experts Norman Sheridan and Elena Janković primarily focused on analysing relevant legislation in the area of waste management and provisions related to special waste streams and drafting by-laws.

They prepared the new draft Rulebook on Form and Contents of Application for Issuing a Waste Management Permit for Operation of Facilities for Storage, Treatment and Disposal of Waste (Rulebook on Waste Permit Application).

Having reviewed legal and technical provisions on specific waste streams (end of life vehicles -ELVs, batteries & accumulators, construction & demolition waste, electrical and electronic E-waste, persistent organic pollutants – POPs waste and others streams), the experts developed proposals for amendments to the Law on Waste Management.

Changes, from the technical and legal point of view, to the Rulebook on Waste Categories, Testing and Classification were prepared, particularly related to the EU Waste Catalogue and recovery and disposal operations. Following the analysis of classification of pharmaceutical and medical waste, as well as the assessment of collection of pharmaceutical waste from citizens, a number of options were proposed both in terms of the implementation of the legislation and waste collection organisation.
