Controlling volatile organic compounds emissions

Familiarising operators using volatile organic compounds (VOC) and environmental inspectors with specific requirements arising from Chapter V of the Industrial Emissions Directive and VOC Petrol Directives – Stage I and Stage is an important part of the process of reduction of environmental impact. Because of the importance of these topics, the Project organised training sessions in cooperation with the Ministry of Environmental Protection in February, March and April.

“It is very important that environmental inspectors are familiar with the requirements of the directives in this area in order to get prepared for the future implementation obligations. It is also necessary for operators to be informed in order to adequately adjust their business”, Ljubica Bolović from the Ministry of Environmental Protection.

The training event, run by the PLAC II Project expert Richard Schlachta, consisted of theoretical and practical components. The participants had an opportunity to learn about basic VOC requirements, but also about specifics related to solvent mass balance, total emission limit value, measurement and reduction scheme, as well as Petrol Stage I and II requirements. Part of the training was devoted to case studies on reducing emission (related to adhesive coating, metal coating, oil extraction), as well as to exercises and practical work including Petrol Stage I and II best practices and techniques.

During the practical part of the training sessions, the participants visited VOC installations (PITURA, factory of paints and varnishes, Ball Packaging, factory of aluminum cans, Dijamant, producer of edible oils, Alfa-Plam, factory producing heating devices), as well as NIS petrol stations where they had training, simulating on-the-spot control.

The 3-day training events were so far organised for 55 participants from the City of Belgrade and the following districts: Južnobanatski, Sremski, Mačvanski, Kolubarski, Podunavski, Braničevski, Zapadno bački, Severno bački, Severno banatski, Srednje banatski, Južno bački, Nišavski, Pirotski, Jablanički, Pčinjski and Toplički. Training events for participants from other districts will take place in the following months, thus improving awareness of operators using volatile organic compounds and capacities of environmental inspectors in this area.
