Drug abuse prevention and trade in drug precursors

Prevention of drug abuse and trade in drug precursors are quite complex areas, involving numerous stakeholders, such as Ministry of Health, Ministry of Interior, Government Office for Combating Drugs, etc. The PLAC II project supported drafting the amendments to the existing umbrella Law on substances used in the illicit production of narcotic drugs and psychotropic substances (precursors). Once the amendments are adopted, Serbia will proceed in fulfilling its obligations regarding harmonisation with the acquis in Chapters 28 and 29. This will also contribute to Serbia’s better fighting against serious international organised crime problem (which is within Chapters 23 and 24) and health issue problem.

During the workshop “Harmonisation of Serbian legislation with EU acquis in the area of drug abuse prevention and trade in drug precursors – findings and challenges” organised on 31 May, the PLAC II project expert Fivos Papamalis presented the the level of compliance of Serbian legislation with EU legislation in these areaa. He also displayed evidence-based practices on drug prevention, monitoring and evaluation, with a view to promote the principles of “common and shared responsibility”, “community networking” and “integrated, balanced and evidence-based approach”.

Representatives of the Ministry of Health and the Ministry of Interior and the Office for Combating Drugs shared the experiences, problems and challenges regarding transposition of EU legislation related to the production and trade of drug precursors associated with the free trade, into the national legislation.
