Under the auspices of the PLAC IV project, a study visit by representatives of the Serbian Securities Commission to the Croatian Financial Services Supervisory Agency (HANFA) was carried out from 22 to 24 April 2026. As an important outcome of the visit, a Memorandum of Understanding was signed<\/strong> between the two institutions, further strengthening the basis for their future cooperation and exchange of experience.<\/p>\n

The study visit was implemented as part of the support provided by the PLAC IV project under Negotiating Chapter 9 \u2013 Financial Services<\/strong>, with the aim of enabling representatives of the Commission to gain first-hand insight into the practice of an EU Member State in the field of capital market regulation and supervision.<\/p>\n

During their stay in Croatia, the Commission\u2019s delegation learned about the way in which HANFA applies EU regulations and standards in the areas of capital markets, supervision of investment firms, investor protection and systemic risk management<\/strong>. For the Serbian delegation, the exchange of experience concerning the process of alignment with the EU acquis, the application of regulations and cooperation with European supervisory authorities \u2014 primarily the European Securities and Markets Authority (ESMA) \u2014 was of particular importance.<\/p>\n

The participants from Serbia were hosted by senior representatives of the relevant Croatian institutions involved in designing and implementing measures to improve the regulation and supervision of the capital market, the crypto-asset market and factoring. Through presentations and discussions, the Serbian delegation was able to engage in direct exchange of experience with institutions that already apply these measures.<\/p>\n

The programme also included visits to the Zagreb Stock Exchange, the Central Depository and Clearing Company (SKDD) and the Financial Agency (FINA), giving the Commission\u2019s representatives a broader picture of how Croatia\u2019s capital market and financial infrastructure function, as well as valuable insight into Croatia\u2019s practical experience, as an EU Member State, in implementing European regulation<\/strong>.<\/p>\n

This study visit forms part of the continuous cooperation between the PLAC IV project and the Securities Commission, aimed at strengthening the Commission\u2019s capacity to apply European rules and practices in the capital market area, as well as to further fulfil Serbia\u2019s obligations in the EU integration process under Negotiating Chapter 9.<\/p>\n
