Payment Services Directive 2 (PSD2) contains all provisions of PSD1, as well as amended and new EU rules on payment services in the internal market. It aims at consumer protection, focussing on the obligations of payment service providers to provide relevant information, transparency regarding contracts and pricing, rights and obligations regarding payment services and liability provisions. Moreover, PSD2 aims at enhanced competition in the field of payment services.
From September 2017 to March 2018 the National Bank of Serbia was provided support in this area. In order to detect any discrepancies between the relevant national legislation and PSD2, the PLAC II Project Expert Despina Schina assisted in analysing the existing legislation in force in the area of payment services. She also clarified a considerable amount of issues deriving from provisions of PSD2 and proposed necessary amendments on the existing Serbian Law on Payment Services and certain relevant by-laws.
