Support for integrated health information system

From February to October 2017 the project provided assistance to the Ministry of Health, Institute of Public Health of Serbia, National Health Insurance Fund and other relevant stakeholders involved in the Integrated Health Information Systems (IHIS) in drafting the subordinate legislation based on the Law on Health Documentation and Records.

Following the analysis of the existing legislation of the Republic of Serbia, particularly the Law on Health Documentation and Records in relation to Patients’ Rights Directive 2011/24/EU, the PLAC II project expert Tobias Schulte in den Bäumen, prepared Guidelines for the development of secondary legislation in Serbia, in relation to the principles of EU Data Protection Law. The document should ensure that the eHealth and electronic health information system in Serbia would comply with the applicable EU data protection law, as well as with data security standards applied in the EU Member States.

Goran Pavlović, PLAC II project expert prepared and delivered to MoH two drafts of legal acts in the area of information security, based on the umbrella Law on Information Security, more specifically draft Act on the Security of Information and Communication System of Special Importance and draft Rulebook on the security of the ICT system of the Ministry of Health. In addition to this, he elaborated the “Proposal on the functionality of the Health Information System under the aspect of the security component” which provides extensive technical and functional analysis of elements needed for the improvement of the security of an integrated health information system.
