The Republic of Serbia, as Party to UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP) and an EU accession country, needs to transpose and implement the EU Air Policy framework, including the Directive 2016/2284/EU (NEC Directive) on the Reduction of National Emissions of Certain Atmospheric Pollutants, amending Directive 2003/35/EC and repealing Directive 2001/81/EC. It is aimed at limiting air pollution and sets national reduction commitments for the five pollutants (Sulphur dioxide, nitrogen oxides, volatile organic compounds, ammonia and fine particulate matter) responsible for acidification, eutrophication and ground level ozone pollution having significant negative impact on human health and the environment.
Between December 2017 and March 2018, support was provided through the PLAC II Project to the Serbian Environmental Protection Agency and the Ministry of Environmental Protection in preparing for future transposition and implementation of this Directive. Based on the Methodology for developing projections prepared in agreement with the beneficiaries, the Project expert Vladislav Bizek developed Air Pollutants Emission Projections for Serbia until 2030 for energy sector in accordance with the requirements of NEC Directive.
The Project expert Juan José Rincón Cristóbal, developed the Agriculture projections tool, which is able to estimate emission projections until 2050 for all agriculture categories included in the NEC Directive requirements. In order to support the capacity building process, he provided training to the SEPA and MEP personnel on the NEC Directive and the methodological approaches to emission projections.
The assistance provided to SEPA, MEP and other beneficiaries in understanding better the requirements of NEC Directive and its practical modalities, will allow transparent, consistent, comparable, complete and accurate reporting under CLRTAP and EU requirements.
