A comprehensive national Strategy, including the Action Plan, is one of the benchmarks for opening negotiations in Chapter 12. In order to elaborate strategic goals in this chapter and actions for their achievement, a retreat for the representatives of Negotiation Team, Ministry of Agriculture, Forestry and Water Management, Ministry of Health and Ministry of European Integration was organised in Novi Sad, from 5-7 December 2017.
The PLAC II Project experts, Sanja Čelebičanin and Milena Koprivnikar Bobek, presented the framework and secondary legislation relevant to the Strategy and Action Plan, as well as issues related to transposition, implementation, development of administrative capacities and financial resources.
The topics of the three-day workshop included rules on food safety and the placing of food, animal feed and non-animal products on the market, prohibited substances and special rules for animal feed. In addition to this, the control system in the internal market, the import control system, measures to combat animal diseases, non-commercial movement of pets, animal welfare and zootechnics were also discussed. During the workshop, the experts spoke about plant health – harmful organisms, plant health products, seed and planting material quality, genetically modified organisms, as well as plant variety rights.
By finalising Strategy Concept Note and the first version of draft Action Plan, Serbia will progress in the direction towards fulfilling one of the benchmarks for opening negotiations in Chapter 12.
