Luca Eszter Kadar je rođena u Budimpešti. Magistrirala je političke nauke i stekla diplomu mastera međunarodnih odnosa i evropskih poslova u Francuskoj i Nemačkoj. Tokom svoje profesionalne karijere u Evropskoj komisiji radila je na brojnim izazovnim komunikacijskim zadacima i kampanjama, povezanim s pripremom za pristup Mađarske, te na uvođenju evra u novim državama članicama i kampanji o zajedničkoj spoljnoj i bezbednosnoj politici. Između 2009. i 2013. je radila u Delegaciji EU-a u Srbiji na mestu šefice za štampu i informisanja, a nakon toga dve godine u Generalnom direktoratu za susedstvo i pregovore o proširenju, kao odgovorna za strateške komunikacije. Od 2016. radila je u Delegaciji EU-a u Rusiji kao šefica za štampu i informiranja i glasnogovornica do leta 2020. Pridružila se Evropskoj službi za spoljno delovanje u avgustu 2020. godine, kao zamenica šefa Odeljenja za komunikacionu politiku i javnu diplomatiju.

Luca Eszter Kadar was born in Budapest. She holds an MA of Political Sciences and an MA of International Relations and European affairs obtained in France and Germany. During herDur During her professional career at the European Commission, she worked on a number of challenging communication tasks and campaigns, related to the preparation of the accession of Hungary; on the introduction of the euro in the new member states and campaign on the Common Foreign and Security Policy.  Sher worked between 2009 and 2013 at the EU Delegation to Serbia as head of press and information, followed by two years at the Directorate-General for Neighbourhood and Enlargement Negotiations, responsible for strategic communications. From 2016 she worked at the EU Delegation to Russia as head of press and information and spokesperson until the summer of 2020. She joined the European External Action Service in August 2020, as the deputy head of the Communications Policy and Public Diplomacy Division.

She is married and has a daughter.
