{"id":8756,"date":"2017-07-17T09:30:34","date_gmt":"2017-07-17T08:30:34","guid":{"rendered":"http:\/\/euinfo.rs\/plac2\/?p=8756"},"modified":"2018-01-09T18:18:48","modified_gmt":"2018-01-09T17:18:48","slug":"izbor-sema-direktnih-placanja-u-okviru-zajednicke-poljoprivredne-politike","status":"publish","type":"post","link":"http:\/\/euinfo.rs\/plac2\/en\/izbor-sema-direktnih-placanja-u-okviru-zajednicke-poljoprivredne-politike\/","title":{"rendered":"Selection\u00a0of\u00a0direct\u00a0payment\u00a0schemes within Common Agricultural Policy"},"content":{"rendered":"<p>Direct\u00a0 payments\u00a0 to\u00a0 farmers\u00a0 are\u00a0 the\u00a0 most\u00a0 important\u00a0 horizontal\u00a0 policy\u00a0 within\u00a0 the\u00a0 framework\u00a0 of\u00a0 the\u00a0 Common Agricultural Policy (CAP)\u00a0.\u00a0 Direct\u00a0 Payments\u00a0 include\u00a0 a\u00a0 set\u00a0 of\u00a0 schemes,\u00a0 some\u00a0 of\u00a0 which\u00a0 are\u00a0 compulsory \u00a0and\u00a0 some\u00a0 are\u00a0 voluntary\u00a0\u00a0 for\u00a0 Member\u00a0 States.\u00a0 The\u00a0level\u00a0of\u00a0support,\u00a0i.e.\u00a0 financial\u00a0 envelope\u00a0 in\u00a0 some\u00a0 sectors\u00a0 depends\u00a0 on\u00a0 selected\u00a0 schemes,\u00a0thus\u00a0influencing\u00a0income\u00a0of\u00a0farmers.\u00a0Since\u00a0implementation\u00a0of\u00a0each\u00a0scheme\u00a0 requires specific\u00a0 implementation \u00a0measures \u00a0and \u00a0rules,\u00a0a candidate \u00a0country \u00a0should \u00a0estimate the\u00a0 most\u00a0 effective\u00a0combination\u00a0of\u00a0schemes\u00a0in\u00a0advance.<\/p>\n<p>Prior\u00a0to\u00a0EU\u00a0accession,\u00a0the state\u00a0needs to\u00a0develop\u00a0and\u00a0establish\u00a0appropriate mechanisms\u00a0 for\u00a0implementation,\u00a0as\u00a0well\u00a0as\u00a0conduct\u00a0relevant\u00a0training\u00a0for\u00a0farmers.\u00a0Since\u00a0there\u00a0is\u00a0no \u00a0unique\u00a0and\u00a0official\u00a0manner\u00a0of\u00a0financial\u00a0envelope\u00a0calculation,\u00a0the\u00a0PLAC\u00a0II\u00a0Project\u00a0provided assistance to the Ministry of Agriculture and Environmental Protection in\u00a0 conducting\u00a0 calculations\u00a0 for\u00a0 possible\u00a0 scenarios\u00a0 for\u00a0 Serbia,\u00a0 in\u00a0 scope \u00a0of\u00a0direct \u00a0payments \u00a0in\u00a0the\u00a0CAP.<\/p>\n<p>During\u00a0May\u00a02017,\u00a0the\u00a0Project experts Ru\u017eica Gelo and \u017daklina Juri\u0161i\u0107\u00a0conducted training\u00a0in\u00a0direct\u00a0payments\u00a0and\u00a0different\u00a0options\u00a0envisaged\u00a0by\u00a0the\u00a0EU\u00a0acquis, providing detailed information on\u00a0each\u00a0 of\u00a0the\u00a0schemes.\u00a0 Having\u00a0 analysed\u00a0 statistical\u00a0 data, they drafted\u00a0 methodology\u00a0 for\u00a0 different\u00a0 scenarios\u00a0 for\u00a0 the\u00a0 selection\u00a0 of\u00a0 direct\u00a0 payments\u00a0schemes.
